2nd san jose California in 2004 the double layered works great but starts shredding itself lengthwise after about a year and some times even breaks in pieces!!!!
3rd Tried SLIME tapes do not have above defects but are a bit too thin?
Strengths: If in place correctly and less than one year old bombproof
Weaknesses: More than a year old may start developing cracks along its length and layers start separating. Similar Products Used: SLIME

at REI Favorite Ride: Mr. Tuffy tire liner Bike Setup: Regular mountain bike Summary: When I changed the tires on my mountain bike, they started to get punctured almost every trip. We have some nasty volcanic rock and sharp plant seeds in Idaho, but the two sets of tires I tried did not seem prepared for them. The self-sealing tubes -filled with a gel- did not help either.
Then I run into the tire liners. Not a single puncture since then.
Installation is easy, but it takes some time. You put the liner inside the tire, and then the tube while keeping the liner at the right position. I think that the tube tends to push the liner into position.
As other people recommeded, I covered the edge of the liner with some duct tape to prevent the liner edge from damaging the tube.
Strengths: It really prevents punctures.
Very inexpensive
Weaknesses: Somewhat difficult installation Similar Products Used: Self-sealing tubes. Did not stop punctures.

at Nashbar.com Favorite Ride: New Yorks Five Borough Bike Tour Bike Setup: Airborne Zeppelin road bike with 20mm wide Clement Ventoux tires (antipuncture belt) with high thread count. The tire is inflated 10lbs less than recomended as these reviews suggested. Summary: I've had Mr Tuffy on my mountain bike for over 10 years. No problems. One or maybe two flats where a nail went right through the liner.
However, when I put a set on my new road bike the results are not as good. I still get flats but probably not as often. I've had small staples and even a wooden shard of boardwark pierce through the liner. But I noticed that the tire took longer to deflate than a normal road bike flat. The flat with the wood in it fully deflated a day later!
But to be fair, I am 200lbs riding at 20+ mph on these itty bitty road tires. Imagine the force that the tire experiences when sriking these small, sharp and unyielding objects. Somthing's gotta give and it's the anti-puncture tire and Mr Tuffy.
Strengths: Great for mountain bikes. Just might slow down flats so you can pump up and ride until you get home. Weaknesses: Not so great for road bikes. Better hang on to the spare if you are planning to ride a century.

at REI Favorite Ride: Liberty Hill Loops Bike Setup: Litespeed Tuscany, Bontrager Race-Lite wheels, cheap 700x23c tires obtained from Ebay Summary: These liners work well for me. Flats are significantly reduced. The advice of the other reviewers regarding lower tire pressure and duct tape over the edges should be followed. I only run the liner in the rear. I rarely get flats on the front anyway. There's a slight increase in ride harshness with 700x23c tires but it is reasonable. I keep pressure at 100 psi. Strengths: Cuts down on flats! Weaknesses: I still get an occasional flat, such as that from a thin wire staple through the liner, or a nail that penetrates the sidewall where the liner isn't.
